This song came from a dream I had. That upon arriving on a flight into a very snowy New York, the captain of the flight came down to tell me that my partner was missing as their car had dissapeared over a bridge.

It made me think about the two sides to such an event, the person in the accident, and the person waiting for them. And how the events at the first scene ripple out to the second. So the verse is what happens at the accident, and the chorus is the people waiting for someone who will never show up.
